Wildfire Resilience and Landscape Management Initiative (WRLMI)

Project summary: This project supports the municipalities of Kamenica and Partesh in strengthening wildfire risk prevention through assessment, institutional cooperation, community engagement, and the introduction of modern tools such as GIS mapping and drones. During the reporting periods, the project established strong partnerships with municipal authorities, formed local working groups, conducted an analysis of public awareness, developed a fire risk awareness campaign strategy, and contracted experts to deliver specialized training. By involving firefighters, municipal staff, farmers, civil society, and schools, the project promoted shared responsibility for fire prevention and builds local capacities for risk assessment, early detection, and coordinated response. The groundwork completed during this period enables the practical rollout of trainings, equipment use, and public awareness activities to the end of the project.

Overall Goal and Project Results: The project anticipated several working packages identified based on the needs of the target groups and relevance to the project goal. The analysis of public interest and knowledge related to fire risk in the municipalities of Kamenica and Partesh, served as the foundation for the development of the Public Awareness Campaign Strategy, which represents a key project result and was finalized in July 2025. Institutional strengthening was achieved through the establishment of municipal working groups for landscape fire risk management.  At the same time, the Campaign Strategy created a clear strategic and communication framework enabling the implementation of awareness raising activities.

Scope and Beneficiaries: The project maintained a strong focus on engaging key beneficiaries at municipal, institutional, and community levels in Kamenica and Partes. Initial meetings with municipal leadership, emergency offices, and public relations representatives resulted in signed Memorandum of Understanding and clear commitments for cooperation in awareness activities, trainings, and risk management support. Beneficiary engagement expanded beyond municipal representatives to include civil society organizations, farmers’ associations, hunters’ groups, livestock owners, schools, and municipal staff. The establishment of municipal Working Groups in November 2025 created local coordination mechanisms that enabled practical consultations, information sessions, and feedback loops. These interactions directly influenced the campaign strategy and training preparation, ensuring that local knowledge, concerns, and needs were incorporated into project planning.

Activities: The assessment of public interest and knowledge related to fire risk was carried out through interviews, questionnaires, and stakeholder consultations in Kamenica and Partes. The findings directly informed the development of the Public Awareness Campaign Strategy, finalized in July 2025.

A structured training program for firefighters and working groups was designed and implemented to combine theoretical knowledge with practical GIS and drone application. The Public Awareness Campaign is implementing through a comprehensive Campaign Strategy and approved visibility plan defining key messages, target audiences, and communication channels. The practical rollout of awareness activities started with the first public event in December 2025.
