Cross-border fire prevention initiative in National Park Tara and Protected Landscape Trebević through the LFM Framework (Serbia and BiH)

Project summary:  Led by FEA—Forestry and Environmental Action (www.feasee.org), in partnership with Public Enterprise National Park Tara Bajina Basta(www.nptara.rs) and The Cantonal Public Institution for Protected Natural Areas (www.zppks.ba) as co-applicants, the project brings together local communities, protected area administrations, NGOs, and national authorities to enhance resilience against landscape fires by introducing advanced fire detection and monitoring technologies, strengthening cross‑border cooperation, and raising awareness through education and training.

Overall Goal and Project Results: The project aims to strengthen the resilience of ecosystems and local communities in Bosnia and Herzegovina and Serbia against landscape fires by promoting innovative fire management, cross-border collaboration, and sustainable natural resource practices. By introducing advanced fire detection and monitoring technologies, facilitating cooperation between protected area administrations, NGOs, and local communities, and engaging communities through education and training, the project seeks to reduce fire risks, protect valuable natural landscapes, and build regional capacity for effective fire prevention and response.

Achieved project results include the establishment of a foundation for using advanced early fire detection and monitoring systems in Trebevic and Tara to improve response efficiency, strengthened cross-border collaboration among protected area authorities, NGOs, and communities, and increased awareness and education among local stakeholders on fire prevention, sustainable resource management, and ecosystem protection.

Scope and Beneficiaries: The project operates in Bosnia and Herzegovina and Serbia, with main activities centered in the Protected Landscape Trebevic and Tara National Park, while ensuring active involvement of stakeholders at national and local levels. By focusing on these key protected areas and engaging surrounding communities and partners, the project seeks to generate a strong local impact with wider regional relevance.

The main beneficiaries are local communities around Trebevic and Tara, protected area administrations improving their fire monitoring and management capacities, governmental and non-governmental organizations in the nature protection sector, and the broader nature protection community in both countries through strengthened cooperation, knowledge sharing, and enhanced regional capacity for forest and ecosystem protection.

Activities: The project advances a comprehensive and sustainable approach to landscape fire prevention, monitoring, and management in Serbia and Bosnia and Herzegovina by integrating advanced technologies, education, and active community involvement. In National Park Tara, pilot testing of satellite-based systems assesses their effectiveness for early fire detection, real-time monitoring, and post-fire damage assessment, to produce practical recommendations for incorporating these tools into fire management strategies and enhancing the park’s prevention and response capacity. Simultaneously, training sessions are being conducted to ensure that local personnel can effectively use these advanced monitoring technologies. In the Protected Landscape Trebevic, Bosnia and Herzegovina, technical documentation is being prepared to tailor ICT solutions to the area’s ecological and infrastructural conditions, recommending the most appropriate equipment for an advanced early fire detection and monitoring system. To support community engagement and awareness, two workshops are implemented in Tara and Trebevic to train and educate local communities on landscape fire management, the importance of fire prevention, sustainable resource protection, and shared environmental responsibility. During the project implementation, an online media campaign was conducted, aiming to reach the local communities and raise awareness, supported by educational content and the creation of infographics, visuals, and short stories.
